Capstone; [FULL-TEXT FREELY AVAILABLE ONLINE] This paper explores the foundation and importance of CHIP [Comprehensive Health Investment Project] and evaluates it in terms of its cost and benefits. If so, why does this program not serve all areas of the Commonwealth of Virginia? [From Statewide Need] Emily Shearer
