dc.description.abstractLieber's Code aimed to encourage nations to renew peace. It relied on commanders understanding this goal and being able to apply it in a way that accomplished this goal. . . . In 1874, Czar Alexander II invited agents from 15 European nations to draft a new document. Their work became base of the Hague Convention in 1899. The convention bound these nations together in the spirit of Lieber's Code, regulating warfare so that peace could be renewed as soon as possible. [From Epilogue]en_US
