Capstone; [FULL-TEXT RESTRICTED TO WASHINGTON AND LEE UNIVERSITY LOGIN] Children from low-income families come to the first day of kindergarten developmentally behind. While education policy has worked to mitigate this disparity, early education programs are not enough to promote true equality of opportunity for children. However, voluntary home visiting programs have proven useful in promoting the capabilities of both parents and children, and policy should be committed to these programs as viable solutions to developmental inequalities.
